There used to be an On/Off toggle button for setting the resolution at 50% but this was changed to a slider in Update 9. Because of the change some display graphics reverted to the 50% resolution. If you are having this problem go to Options > Display > Resolution Scale and move the slider from .50 all the way to the right to 1.00 and it will fix it. Eighth option in the screenshot below:

I'm really liking the new uniform variants they are adding. The Odyssey uniforms have a nice design aesthetic to them.

I found a way around this. Go into launcher options and turn off On-demand patching. Then go to Star Trek Online/Live/piggs/texture.hogg and delete texture.hogg. Restart the launcher and allow the launcher to update your game with a new texture.hogg file. An hour later, all fixed.

I uninstalled. I'll come back if STO drastically improves, but I am totally uninterested right now. It's been fun Dentals, Nerds, and Wesleys. Thanks Pulse for all the game advice.
