Like you said earlier all it is is obstacles to a sailor bettering him/herself. Sketches and my last CO's policy on TA was fantastic, he would approve your TA request pretty much the day you submitted it. He was a big proponent of education. Yep, and our new CO follows the same policy. I signed up for summer session classes through WebTA at 1900ish while on break last Wednesday and he approved them six minutes later.
