I guess they couldn't manage to keep that framerate when rendering two entire, separate full-screen views of the game, even if one of them is at the comparatively lower resolution of the gamepad screen. So they can't do the asymmetric gameplay the Wii U is supposed to uniquely provide because they made it too underpowered? Smart move, Nintendo.
