The government has since regained control of central Ramadi, where the city council and other offices are located, but the city's suburbs and outlying areas are still the scene of hit and run attacks by militants.

Ramadi was one of the most hard fought for cities in Iraq. Anything in the Al Anbar provence (fallujah included) is totally hosed. If you read about first hand accounts of door to door clearing, there are literal torture houses set up all around filled with dismembered body parts and torture equipment. The radicalized muslims in the region are extremely effective in subduing the people through drugs and torture. Sucks to hear about them hitting a university now :( Not likely to end up well.

Japan was on average more literate and economically advanced. If most people are educated and rational, you can persuade them and they will see the benefits of regime change as well as they will see to rebuilding their country themselves, but if most people are entitled uneducated tribal slobs with AK-47 it's better to just kill everyone and move on.
