You'd think that any decent shelter would know to segregate any females in estrus from any intact males though, especially since segregation should be practiced anyway until things like disease and aggression can be screened for. As for late-term dog abortion, I think it can be humane, especially if the puppies have poor adoption prospects or providing adequate vet care for the mother and puppies is unrealistic.
