Yeah sim city 3k had great music, it's VIncent Herring, Ryan Kisor, Joey Calderazzo, Dwayne Burno and Jeff Hamilton. They used to have a bunch of mp3s available for free download on the official website but they took them down a few years ago, i think when the recent Sim City came out.
None of it has ever been commercially released so it should be ok to link to, you can download all the sim city 3k music here
