If that's supposed to be a condom, then she should throw it out and get a new one- the seal's clearly broken, you can't see the circular shape of the condom inside the wrapping.

What is with the Literal Referred Animal Features approach. Batman never literally looked like a giant bat, unless he'd been injected with plot-serum. It was always abstracted and symbolic, and any attributed features were in the mind of the superstitious and cowardly observer. What does it say about designer perception of viewer intelligence that we're in the costume design equivalent of tell don't show?

I don't have a problem with that one, or with the depictions of any of the female characters in the main game. City was much, much worse. It'll be interesting to see if the concept art for Knight is as mind-breakingly upsetting as the previous games.

Hey, think about it this way- with those metal links she's all set to go spelunking for some reason! I'm guessing this version of Harley's costume intentionally contains features designed to reference each version of the character and each game in the series, hence the combination of Arkham restraints, doctor's outfit white, mourning outfit skirts, and harlequin patterns. Which is a clever design idea, but a mess visually. Still, if we're at the point of complaining about visual style on a female comic book character in the Arkham series, Progress Has Been Made.

The root etymology is unrelated, and the racial use is virtually unheard of, especially intentionally. It's not something to worry about, unless the alt-right starts using it again.
