Doing precision cuts is easy as long as you do it by releasing the analogue stick, not by actually swiping the stick. If you want to do a diagonal slice, push the right analogue stick to the top right, and release. Don't try to drag it through the centre and to the bottom left.

i want bayonetta pc and bayonetta/mgr use the same engine and everything i tinkered with the files hoping i could make something happen but it did not work

Sometimes my cuts don't register when I do that and Raiden just goes into his neutral cutting stance. I got good with alternating between the stick for simple cuts and using it to line one up and cut with a face button.
