Kuvira is expending a lot of military resources to conquer Zaofu, which in turn could leave them in weakness with maintaining unity, as well as against the threat of Fire Nation/Republic City/Northern Water Tribe attack. youre forgetting that 1) the portals are open and 2) the swamp tribe is right next door to zaofu also im really sad we arent getting a fifth book that focuses on issues within the fire nation, but i would understand if they are effectively modern germany at this point.
