I want to format a volume and I want to be able to specify both the cluster size and the bytes per sector. For example 64k/cluster and 4096 bytes per sector, or 32k/cluster and 512 bytes/sector. What'd a good'un on Windows?

That's a physical attribute of the drive - 512 bytes or 4096 for hard drives, multiples of 4096 (these days usually 8192) for solid state drives' NAND pages. The built-in Windows format tool with specify file system cluster sizes.
