One of the problems with the international definition of genocide is that it's viewed as a singular event rather than a process. This makes it a reactive label that can only be applied after a massive calamity has occurred, and prevents any chance of intervention. Actually no - recognizing minorities as different is stage 1. Stage 2 is a group having traits or symbols that can distinguish them as an Other- for example the star of David for Jews. Basically - having a way to identify a minority is a prerequisite for effectively going after them. As the theory notes, symbolization is a universal human act and it's only problematic when it begins to be used as a targeting symbol for hate. So I'd put stuff like hijabs into that category.
