And THEN Sammy outright says he's going to murder Nicky right here and now, and Raylan expressly states that he's not going to do poo poo about it, because tonight he's not a Marshall. So while most of the stuff Raylan has done up to this point has been brushed off with his badge and him setting them up to threaten him, this one is just outright setting up a guy to get shot to death while sitting in a car and refusing to do his duty as a Marshall.

Carl's nothing more than a loose end at this point, and his brother is a weakness (and no way Boyd was going to storm the prison to break out Earl), so he had to go. Doesn't help that he was just betrayed and shot by his fiancee, he's probably in a scorched-earth kind of mood right now.
