"Extreme sports" is a term that covers a huge range of activities, many of which are not particularly dangerous and a very few of which are spectacularly dangerous. People are generally really really bad at assessing risk, especially differentiating between "pretty risky" and "ridiculously risky" - we tend to just mentally dump all of those things into the same "risky things" mental bucket and leave it at that.

Diving out of an airplane over clear open terrain, using a parachute, is generally quite safe. Not quite as safe as playing soccer or going for a hike at your local park, but the death rates are still quite low. Diving off a cliff in order to pilot your wingsuit at extreme speeds past rugged terrain, on the other hand, is ridiculously risky. Like I don't have the numbers in front of me but I bet it's several hundred times riskier at least.

Propane tanks like to send out jets of flame as warnings before exploding. Without a pressure relief valve venting off high pressure gases in a controlled manner, the tanks would rupture due to stress much faster.

Both of the dudes involved died from having no skin a few days later.

There was nothing left standing in the vicinity of the propane company. Their brick store was just gone. Windows across the city were blown out, and there was a disgusting thick cloud of smoke. It was like a dense fog that covered the city.

These include the Occupational Safety and Health Administration’s Explosives and Blasting Agents and Process Safety Management standards, the Environmental Protection Agency’s Risk Management Program and Emergency Planning and Community Right-to-Know Act, and training provided or certified by the Texas Commission on Fire Protection and the State Firefighters’ and Fire Marshals’ Association of Texas. CSB’s complete analysis is presented in Section 8.

The location of the WFC relative to the surrounding community exacerbated the offsite consequences, leading CSB to assess whether other FGAN storage facilities could pose significant offsite risks. CSB’s analysis shows that the risk to the public from a catastrophic incident exists at least within the state of Texas, if not more broadly. For example, 19 other Texas facilities storing more than 10,000 pounds of FGAN are located within 0.5 miles of a school, hospital, or nursing home, raising concerns that an incident with offsite consequences of this magnitude could happen again. Section 9 explores the connection between land use planning and offsite consequences.

I don't know exactly what he was filling up. But the truck was backing up to the tank to be filled and just backed up too far.

The town grew up around the industrial site and generally there aren't zoning laws in tiny towns, especially in Texas.

What he's saying is the location engineering is supposed to be such that for the normal truck, there shouldn't be a physical way to strike anything easily shearable like a valve or pipe. Like someone backing up too far is guaranteed so you better make it so backing up isn't done going towards important things without a bollard in the way.

counties in texas do not have the power to zone land use. cities do, and west did, but they had precisely two zones: residential and commercial, with no consideration between a dairy queen and a warehouse stocked with hundreds of tons of high explosives

Heck, Houston doesn't exactly pay much heed to zoning either. Part of the gridlock issue in that city is commercial businesses being opened up in residential neighborhoods due to a lack of needing a zoning permit, or at least that's my understanding.

Gerrymandering involves giving your party a bunch of districts that you can narrowly win while giving your opponents a smaller number of districts that they’ll win by landslides.
