My parents lived in Saudi Arabia, and my mother never covered her hair or face in public as far as I can remember. She did wear an abaya though. Having diplomatic immunity allowed her the freedom to do so, but there was times she was accosted in public by the religious police about it.

They dress in rather specific ways (and seriously look like Puritans) and are generally found in very rural areas. I'm not talking about Amish in that these are people that use modern technology and live on the grid. They're almost always super conservative and would probably mandate their dress code for everybody if they had the votes to do it.
