That's why the ECB is basically the Bundesbank writ large, the regulations governing the common market are so focused on enforcing competition and stamping out subsidies/protectionism, and the rules governing budgeting and debt are so inflexible; people thought "if we adopt the Germans' rules, everyone will start acting like Germany." Things didn't quite work out that way... Second, all of the other large players that could potentially have acted as a counterweight to Germany have either weakened themselves or withdrawn from the scene. France elected a useless and unpopular President who doesn't dare go against Germany, Italian politics are such a perpetual clusterfuck that Italy has never wielded influence and power in proportion to its size, Britain's busy navel gazing and wondering whether it wants anything to do with all this continental palaver, and the NSA's shenanigans have destroyed a lot of American political capital, especially in Berlin.
