If Germany wants to hold the reins it also deal with the responsibility, otherwise the other Eurozone countries have nothing to gain out of the arrangement, especially if Germany wants to maintain top dog status stepping over everyone else.
Here in the States we had a problem with one half of the country trying to hog all the power and stifle neighboring economies, and it ended in a Civil War.

Sounds great, Germany should definitely emulate the Northern in the US' Reconstruction. A mix of apathetic smugness and exploitation certainly worked out great there and didn't have any long term conse-oh.

The eurozone allows for a lot of political disagreement - its members have a pretty wide range of social models and (for want of a better phrase) guiding political/economic philosophies. What it doesn't have, and doesn't particularly want, is a system of fiscal transfers; it's a monetary union, not a political union. Even the member states that would quite like fiscal transfers (hi Greece) recoil angrily at the thought of giving up any level of their own sovereignty and independence in return.

e: I'll also say that Germany's current dominant position isn't really anything that they've tried to create; it's a consequence of two things. First, when the treaties governing the eurozone were drawn up, the German model was considered to be very successful and desirable, so a lot of the EU's rules and regulations were heavily based on German ideals. That's why the ECB is basically the Bundesbank writ large, the regulations governing the common market are so focused on enforcing competition and stamping out subsidies/protectionism, and the rules governing budgeting and debt are so inflexible; people thought "if we adopt the Germans' rules, everyone will start acting like Germany." Things didn't quite work out that way...

Second, all of the other large players that could potentially have acted as a counterweight to Germany have either weakened themselves or withdrawn from the scene. France elected a useless and unpopular President who doesn't dare go against Germany, Italian politics are such a perpetual clusterfuck that Italy has never wielded influence and power in proportion to its size, Britain's busy navel gazing and wondering whether it wants anything to do with all this continental palaver, and the NSA's shenanigans have destroyed a lot of American political capital, especially in Berlin.

It's not produced by the same people, it's that the data reporting from Greece came out of the same office, and was collected by asking institutions (companies) how many hours their employees worked.
