If Doom sees his own failings as a god to be that he doesn't really inspire the world that much, then yeah, it makes sense that conflict and people rising above the conflict are what Doom feels are the elements to a perfect world. Like how some super religious people go "god put dinosaur fossils in the ground to test our fate" only here it's "Doom made this area generally lovely to live in and there's zombies and robots trying to murder us on the south so he could test our might and individual skills"
