From an earlier post about I think grey ditch being able to build on the highway above it. I was thinking about any other settlement and the finch farm can totally do it. For some reason this settlement gets hosed by either an rear end load of gunners or super mutants a lot. So I've decided to upend the whole settlement to the highway above except for farming.

Not to mention it's like a modder's worst nightmare and will basically force the No Player VA mod for any custom content. They could use the pre-existing recorded lines. A lot of the lines do sound neutral and at that point all you'll need is voice acting from NPCs.
