Can anyone explain in simple terms what "fast tracking" actually means? Does it put a cap on how long congress can consider the bill before voting? Does it block amendments?

Hm yes and allowing Pharma companies to cling to old patents for longer in order to boost profits will certainly boost innovation because Hint: Most "innovation" on drugs isn't done at Pharma companies, it's done at research universities, who see far less monetary return on the research than the companies will.
