Pretty much, yeah. That's a big part of why the 2012 tax cuts caught all the tea party by surprise as far as projected vs actual revenue cuts went. Pretty much any law firm and private medical practice went from a standard business structure to being a collection of LLCs who happen to split rent on a building. Bonus points if they turned secretaries into independent contractors so that the lawyer/doctor/whatever alone is the only employee and had exactly 0 tax burden.

As someone who actually works for a Kansas School district (as an IT guy, I'm technically admin staff but I'm in classrooms enough to hear how teachers are feeling) I can say so far we haven't had to start firing staff or ending the school year early yet, though another round of budget cuts and we might have to start.

Right now we are floating our fully staffed personnel costs by cutting school expense accounts and by extension teacher classroom accounts. The school provides some money to teachers to buy necessary school supplies (glue, art supplies, ect) and that's down to $100 per teacher for the entire school year. When you have a class of 20 this is generally enough for 1 art project. This effectively means that teachers are buying glue sticks and watercolor paint and glitter and whatnot out of their own personal paychecks because they are desperately holding onto that classroom budget for more immediate emergencies. This also means field trips are out and basically any extra-curricular that isn't a sport and costs money to run is getting slashed.

The district provided iPad carts to pretty much every elementary classroom that were bought before poo poo hit the fan, but for the time being we only load free apps on there. Tech doesn't have the budget to buy iPad apps and any purchases have to be done with approval of the principal out of the specific school's expense account. What this means almost every time is that the Principal will only approve it if it comes out of said teacher's pittance of a classroom budget which 99% of the time means we can't do poo poo with it because the classroom budget is already spent or being saved for more important things.

Our High School provided laptops for students on a 1 to 1 basis to ensure they can work at home for the last 10 years. This last year we had to decide to update curriculum books or do a technology refresh to get the old and busted devices out and get a run of chromebooks for the kids. School board opted for the technology over curriculum so now they have up to date laptops to work based off of a 12 year old curriculum book.

I will say this, compared to my girlfriend's job at the Larned State Hospital (Effectively a mental hospital for the criminally insane), my school's problems are a breeze. The state hospital is understaffed by a factor of about half of it's total personnel capacity. The turnover their is higher than they can get people in because of the working conditions. Because of the understaffed problem, employees are literally doing the work of two people and are specifically told there is no overtime to be had so they have to cram it all in a 40 hour work week. Because of this, there is a wink-wink nudge-nudge attitude of "Stay late unpaid and get your work done or leave on time and have poo poo snowball on you". If you get caught by your boss staying late you get written up. This is one of the only places in the area that pays livable wages though, so you have to put up with the bullshit or move (of which she is working on doing to be closer to me, but that's neither here nor there).

It's me, I'm one of those people with a state job (IT for a school district if you're curious) who got laid off as a part of the budget cuts. My position was a 12 month one, so I nominally work over the summer and had about 2 weeks warning before my last day.

This mind you, after getting a letter from the superintendent back in May that said everyone's job was safe from budget cuts. Turns out not only was I cut (slashing tech manpower by a third for support on 7 buildings worth of technology) but they also gutted paras by half and sold the kitchen service off to a third party who then cut kitchen staff in half as well.

It's all good for me at least for the moment, I now work tech support for a storage company based out of an active salt mine and get paid like 40‰ more than I did with the school and deal with significantly less hassle and drama.

So it's looking like the lady that is filling a lawsuit to see samples of the last gubernatorial voting records may actually have a shot in court this time. It probably helps her case that the Kansas Supreme Court isn't super happy with the legislature right now as the latter tried loving with the former's budget in the wake of a school funding court case.

The cynic in me is giving it even odds that there is proof in said records that Kobach stole the last governors race. If only for the fact that he is so loudly anti-voting fraud when talking about those pesky 'others' then closes rank so quickly when the magnifying glass is pointed in his direction.

Sebelius was kind of a unique case. She was pro choice and anti concealed carry, but was also moderate financially and tended to swing hard right on criminal justice issues. She inherited a 1.1 billion dollar debt from Bill Graves that she eliminated without raising taxes or cutting funding to schools (which I believe she claimed she did in part by selling off extra unused state fleet vehicles).

The funniest thing was, at least in my anecdotal experience she was by and large a wildly popular governor in the state until she took the Health and Human Services cabinet position at which point she became an Obama stooge and became largely hated by the Right in the state.

Looking up some articles, it looks like that's about right: http://fivethirtyeight.com/datalab/kansas-has-moved-on-from-kathleen-sebelius/

Edit: Hindsight is 20/20, if Sebelius hadn't taken the HHS position and tanked her popularity, she actually probably could of been a good pick for VP under Clinton. She was dull as dishwater but had a history of good, useful executive victories as the Governor of Kansas.

I don't get what the legislature hopes to accomplish by combining school districts. Administrative costs are trivially minor compared to payroll as a whole, building maintenance, and the like. Any gains they make by shitcanning rural admin centers will be offset by the extra administrative staff needed to keep a school district that's now several times larger in operation. From my experience and the people I know who teach here, the Administrative side of these districts were the ones most trying to mediate between the Legislative side and the KNEA. The fact that Brownback felt the need to snub his nose at them as well is kind of telling about how he feels about education at large in the state.

Speaking of school districts and on a more local level: Great Bend's school district can't keep their swim team from sexually assaulting each other: http://ksn.com/2016/02/22/great-bend-swim-team-facing-another-sex-allegation/

The school district tried desperately to bury the first one with a "Boys Will Be Boys" defense, but after it happened again and now people are screaming for blood. I'm pretty sure people are going to start getting fired over this real quick.

Of course this isn't a failing of the tax plan according to him, mind you. Conservatism cannot fail, it can only be failed.

At this point, I'm convinced that anyone who plans outrageous tax cuts is doing so because they get a raging boner at the thought of dicking over the poor in the inevitable austerity measures that result.

She was a democrat who ran on a super anti-gay and anti-abortion rhetoric and held the seat since 1991 and was basically an ancient relic of the old blue dog days. In 2010 she got redistricted to somewhere she didn't actually live, causing her to buy an abandoned church in her new district to 'live in' for her campaign. In 2012 she had a primary challenger from the left by a gay man. Then when she barely won (by 8 votes) she was challenged from the left by the republican contender who was also a gay man who was in the same LGBT coalition as her primary candidate. Again, she barely won and after the victory promptly changed to a republican because it was easier to defend herself from the big mean gays challengers from the right.

I kind of wrote the election off as a loss again this year but somehow we pulled it off at least on the county level. Statewide it seems as though a lot of Brownback toadies got ousted too, too bad they still basically outnumber the dems and relatively sane GOPers still.

The people who didn't elect Brownback are leaving Kansas. Same with Wisconsin, really; Democrat voters have been moving to Minnesota. Blue people won't be staying in red states.

The other problem you encounter is that being a state legislator only pays about 10,000 a year and is in session for 3 months. Republicans go uncontested for a lot of these seats partially because no young democrat who isn't already independently wealthy can survive with a position like that (good luck getting a regular rear end job for the other 9 months of the year to pay your bills). Republicans don't have to worry as much about that because A) the sort of republican people who get into politics are almost always independently wealthy anyways, and B) They've got Koch brothers PAC money paying their bills behind the scenes.

One of our big victories at the local level last year was ousting Jan Pauls who was an incumbent republican and Brownback toadie. In the next house district over, the republican incumbent candidate only won by about 200 votes. During the campaign he had raised about $30,000, primarily through PACs, and his democratic challenger only raised $250 throughout the entire campaign.

This tells me that Republican support in some of these areas is extremely soft, all we have to do is break the apathy of otherwise democratic voters in the state because holy poo poo the democratic apathy is so loving real in the state.

To be fair, when the race got tight for the Kansas GOP, the Koch's and their PACs spent way, way in excess of the KDP's total war chest. I'm in Reno county which unfortunately was outside of the district lines for this election, though Reno county people have been driving over to Wichita to phonebank and knock on doors. At the last Reno County Democrats meeting the chair had said that the KDP funding right now is less than $200k and most of that money is being held over for next year's Governor and state level elections because of how little of it there is to go around. The KDP just couldn't hand over 20k for mailers without crippling the state level elections next year.

Granted, once Johnson picked up national attention, he got like 6 figures in donations from people nation wide. It's just disappointing that the local and national democratic apparatus' weren't there to back him up as well.

There's a lot of Hollywood-style creative accounting that happens in colleges, mostly (and especially because of) when it comes to their athletics programs. The reason these athletics departments are building brand new state of the art sports training facilities while the school itself is posting losses or just barely breaking even is because State Colleges are inherently suppose to be non-profit. They have to make these big showy expenditures because if the end of the year comes and they post that they've made 50 million in net profit it endangers their non-profit status for tax and government funding purposes. The money has to be spent somewhere and because sponsorship and ad-revenue dollars are what's bringing in a large chunk of that, may as well put it into the sports facilities rather than the educational ones.

Honestly, they really ought to cut the coachs' paychecks in half and distribute that money to the players because those kids are pretty much the only ones not seeing any money out of this whole thing.
