There is an option to turn on manual wipers. The button does nothing unless you turn that option on in preferences.

So have they managed to fix jumps being too big with the reduced aero downforce that came from v2 handling?

No, vehicles still fly a little bit too high/far from jumps.

Not really a terrible trade-off for the general physics accuracy.
