As far as I understand it, it's an actual amateur world championship and the 6 teams are the ones qualifying from regional rounds from ~70. The goal behind it is to make football an Olympic sport, which would then let the countries' national Olympic Committees finance it from government budgets, and hopefully make it a real competition.
