the enterprise wouldnt shoot a photon torpedo at a klingon planet because
a) it's a loving planet. what damage would a torpedo do?
b) the klingon planet would probably still have a large civilian population. to attack a target like that would put the enterprise crew up for like warcrimes or something, and probably also get them on the federation's shitlist. it just wouldnt make any sense
