He says an across the board cut of 3%-4% of spending on everything in government. 2. When pressed, he makes the point that one of the problems is (after the interviewer brings up SNAP) sacred cows. So, I take this to mean (although he'd backtrack on it if called out on it, because that's Carson) that he'd cut the military by the same amount. 3.
