It's the Seattle/Washington process (WE NEED MORE STUDIES/THE CHILDREN!).
But! There are a few things going on in our favor:
1) We're one of few states where this is even being talked about / coming up so that's a great start
2) That university study was a glowing support for lane splitting; so we have favorable data
3) Washington is very rarely the FIRST state to do something but very often the second or third; we're progressive but we don't like leading the charge. If California can get a law on paper we'll follow suit.
I really think it'll happen in then next 5-10. I mean, traffic here is so SO SO very hosed. Something's got to give. At some point every Subaru and Prius idling on I5 will have to admit "Well, at least SOMEBODY would be moving"
Sigh, loving california will let you down again. Always.
Goddamn this state.

There was a perfectly acceptable law proposed that went nowhere because of idiotic motorcyclists. (Splitting up to 50mph, at up to a 15mph delta). It got stopped because a bunch of morons whined about how they have to be able to split when the flow of traffic is 55+ in "order to be safe". There were no other restrictions in the law besides the speed ones. Remember, in CA, the primary folks who keep splitting legal here are the CHP, so they sorta know what they're doing when it comes to dealing with highways and poo poo.
Also of note is that this was splitting at up to 50mph speed of traffic, so you could be splitting up to 65mph. Just loving stupid, we had a really good chance at a reasonable law backed up by a reasonable interpretation of the studies and instead the no helmet fucktards ruined it for everyone.
