Since you enjoyed The Tatami Galaxy you should definitely hit up everything else that Masaaki Yuasa directed. They're all winners. Personally I recommend checking out Mind Game next!

Two recent, excellent movies that immediately come to my mind are On-gaku: Our Sound and Pompo the Cinephile. Both are movies about art (and Pompo spends a large chunk of time on the production side of making movies!) and both are quite stylish too.

They're not exactly the same as Monster but as far as other Urasawa works go Pluto, 20th Century Boys, and Billy Bat are all great manga that are in a similar vein as Monster.

I've been enjoying some romcom type anime and manga recently but a lot of em are set in highschool and feature pretty gratuitous fan service of underage characters. I'm looking for recommendations that aren't quite so skeezy, both manga and anime. Things that are somewhat low fan service, with adult protagonists, cute character designs with distinctive individual partners (I'm interested in both straight and gay stories in this sorta space with any combo of genders - I really want the main protagonists to feel like they have a connection more than I have any desires for who the protagonists are or even how many of them there are, though prototypical harem stories have a hard bar to clear), and romantic payoff achieved in like not a huge investment of time. I haven't read or watched a ton in this sorta genre but for an anime Sign of Affection is an imperfect example from this season, kaguya-sama could be perfect if they were in college, and the manga for Hokkaido gals has just a bit too much fan service for my tastes and is a little slow. I'm hoping y'all can point me to some cool manga and anime.

Josee, the Tiger and the Fish is a real good movie that might just be exactly what you're looking for.

While not the main focus of it, the protagonist in Josee, the Tiger and the Fish is a college student that studies marine biology and also works at a shop that sells diving gear. There's a few diving scenes too.

The only two dubs out there are the Disney dub and the hacked up version. Can't say the hacked up version is worth checking out in full since at the end of the day even in a hypothetical where the dub itself were accurate to what's going on, there's no great movie that wouldn't become a mess after removing almost half an hour from it.
