Pretty sure this is a case of "take him to the vet" but I wanted to see if anyone might have any ideas about diet/shampoo, first.

About a month ago, I noticed he had an itchy bump, just above the base of his tail. Didn't worry about it, since it was just one and chalked it up to a possible bug bite. Looked for ticks and found nothing. Figured it could have been a mosquito bite or something. It still hasn't gone away and now there's one on his upper back and the top of his head.

He REALLY wants them scratched, so I'm sure they're discomforting. I'm gonna bathe him with oatmeal shampoo, today and see if that helps/makes it worse but before I do, I wanted to see if there's such a thing as moisturizing shampoo, for dogs or something I could bathe him in, that could help solve dry/itchy skin.

I wouldn't bathe him at all, you're just going to dry his skin out more by stripping oils.

Take him to the vet first in case it's something other than general itchy skin, but if they don't find a specific cause I've found that putting a couple squirts of fish oil on my dogs' meals has really helped with their itchiness levels.

Same here. My dog PT had that for a while and fish oil helped a lot.
