For low/no shedding - Mini poodles. Will require grooming though. In my (limited) experience, they tolerate children - Ellie was 12 years old and hadn't been socialized with children and was jealous of the attention her owner was giving them. She got better once she realized that they dropped food. Gratuitous photo-dump.   She liked older people. Made going for walks awkward at times. Horde of kids would be all excited to see her fluffly self; and she'd be all over grandma.
