Well, there does need to be political oversight over campaigns. But the fact that the U.S. has managed to get into conflicts pretty frequently for the last several decades, without a distinct, achievable political objective? Now that's a problem. That's what Clausewitz is actually cautioning against in "On War," contrary to how he's often misinterpreted. We didn't really have a set objective in Vietnam, other than "Propping up the South Vietnamese government," and we certainly didn't have one in the second Gulf War.
