I'm not sure where small goats are just running around in Akron where someone wouldn't claim it. Seemed like a happy little goat though! When I lived a bit north of Akron a lot of people seemed to keep pygmy goats as pets so I don't think it's too crazy (especially in the outskirts of the city). I've also seen large flocks of Goats wandering around in the national park, probably as lanwcare but who knows. Your sheep are cool though, keep it up!
