I'm gonna go against the grain here and say child rape is bad and should not happen, also the Government ought to help and protect the victims of it. I know, I know a controversial opinion.

This really strikes me as not bothering/caring or at least rationalizing better use of resources and then later justifying it with "Well we had to avoid looking racist."
