i am intensely skeptical that a modern government would actually avoid persecuting something as serious as systemic child rape out of a genuine concern of being seen as racist

i suppose it's not out of the realm of possibility, but it would be bizarre as hell if there wasn't another angle to this that makes more political and practical sense
