Actually the women victims were white in this case, they were just from poor backgrounds or under the direct care of authorities which didn't do poo poo.

Literally all the paedo scandals which keep rolling out from this lovely country shown that state authorities don't care about poor women in general and will do anything to protect themselves from allowing that abuse.
