The babies are very grey at first so maybe it's a mutation or other kind of pigmentation issue. Usually even the grey babies have some stripes on their tails, though, and this panda seems to have an all-white tail. I assume by the large number of red pandas this may be a Chinese zoo, since I've seen a few that have large areas for them to roam and end up with a big pack of red pandas, but I don't actually know where the video is shot.
