its a big raised bed maybe 25 feet long but from the edge to a wooden fence it's maybe a foot or a foot and a half

And the fence borders a community garden so it can't be anything too weedy I don't want to accidentally screw up someone else's hard work

Tomatoes, chives, maybe some peppers. It's also nice to have some fresh herbs and stuff like that to throw into food, and they're usually pretty low-maintenance (I think).

Jalepenos and pequin peppers, maybe a little habenero plant-- then you can do fermented hot sauce! Also garlic is hella easy to grow, so throw some down.

How much of an issue are like loose roots that are removed from their host plants it might take me a year to dig through this nasty bed of roots

Also I apparently dug up a bunch of ramps I should have sold them to my co op

it really depends on what plants left the roots. Some plants are rhizomatic. Honeysuckle, crab grass, and various weeds need to be fully removed from the ground (roots and all), lest they will regenerate.

if they are tough to remove (and often they are), you can till the area or use a garden claw/hoe to remove the troublesome species.

If what was there was ornamental or garden variety plants, then the roots should pose no problem.
