The dumb thing is that it's a perfectly acceptable costume to make, if you're going to, say, stage a play about Anne Frank or other displaced evacuees. I think selling it alongside "fun" costumes was the error. YAY IT'S DEADPOOL AND... A TEENAGER I KNOW FROM BOOKS THAT GOT MURDERED

The people who made the bootleg were apparently so lazy and undiscerning that they used, as one of their in-game visual assets, an infamously goofy piece of fanart depicting a petite character from the original game as absurdly muscled.
