The darkly hilarious thing is that hospitals during strikes operates at the level it does during the summer vacation. So it's a danger to health and safety when people are striking but not when they're on vacation.

Which is why it is illegal, at least in Norway, to harass minorities for racist reasons. But it is also legal to burn an object, as long as they are your objects and you do it in a safe way.
