They help out with setting neat little ahistorical goals and are a great way to set the difficulty level too - for example, getting Raja of the Rajput Reich (conquer Germany as Nagaur, a one-province Indian state, based on a "hilarious" joke about flagchat) is a lot harder than something like Switzerlake (own 99 provinces as Switzerland while owning no ports).
