It sucks, but it started out as a method to counteract the non-native motion blur inherent to LCD TVs (one of the many reasons they're inferior to the plasma TVs they killed off). Some of the shittier LCDs can thus benefit from having it on on a very low setting, IMO, but at that point it's a choose your poison type of deal.
