Super-Duper Supermen!
Hi guys, I had a question a while ago while was quickly resolved thanks to your help. I'm hoping you can help me out again.

Problem description: After launching my computer from a cold shutdown and launching a game such as Overwatch I will get on average 20 FPS. However, if I restart my computer and then launch Overwatch again I will have a solid 70 FPS or higher.

Attempted fixes: I've scoured the web and have found people suggesting a wide variety of things from messing around in the Bios to simply changing the power options. I've tried a number of these fixes (I admittedly have not delved into the Bios yet) but I have not found a successful fix yet.

Recent changes: I have not made any changes before this has started.

Operating system: I was on Windows 7 64 bit Home Premium, but I upgraded to Windows 10. I encountered the error on both OSes.
System specs: CPU: Intel Core i5-4690 CPU @ 3.50 GHz
Display Adapter: Nividia GeForce GTX 760 (2.00 GB)
Motherboard: Asustek z97-A
Memory: 8192 MB DDR3 SDRAM 1332
Power Supply: Corsair CX 600

Location: USA

Three initial things I'd try:

Make sure you're on the latest motherboard BIOS:

Run the portable zip edition of CDI to check HD health:

Run Memtest sometime overnight:

When the computer is running slow, open Windows Task Manager. Does the CPU run at specified MHz (and is there some other software hogging up the CPU)?

You can do the same for the GPU by installing GPU-Z (https://www.techpowerup.com/gpuz/), run it and switch it to Sensors-tab. Let it run and see if the GPU clock speeds are running lower than expected.
