not very well versed in cryptography, but wouldn't it be a lot harder to fake votes in a system like this if a valid vote had to have a hashed voter registration number attached to it (where the voter registration number is a GUID)

nah, don't need to have a national ID to create GUIDs for voters. you could do it at the polling place when they register to vote. likewise, there's no specific need to tie a GUID to a specific registration
