Internally the plan might have been "while we're in pre-pro for the next game and trying to figure out what that looks like, artists can be kept busy by churning out content for SS", a way to make sure their staff that would be involved in the later stages of the dev process won't be kept idle, but if the Joker stuff ends up being played by <100k people...

Suicide Squad's S1 update dropped today, now with Joker*. There are no new missions/mission types, no new story content, there's one new boss fight. *Joker is not playable out of the box. He's unlockable for $10, or with a few hours of grinding in order to get the mastery pass level high enough to unlock him - I've seen it estimated at 5-6 hours.

There's a new Joker-themed area, but the missions that are available there are identical to the missions in the base game, it's just that the buildings' textures are vaguely Joker-themed instead of being plain Metropolis.
