The Westminster style of governance, where elected representative fill cabinet roles and thus don't necessarily have any experience in the area, relies on a professional public service with institutional memory. When you implement presidential style scorched earth policy on bureaucrats with an incoming administration it falls apart because you don't even have a (theoretically) qualified secretary to lead the department. It's the worst of both worlds
