The Westminster style of governance, where elected representative fill cabinet roles and thus don't necessarily have any experience in the area, relies on a professional public service with institutional memory. When you implement presidential style scorched earth policy on bureaucrats with an incoming administration it falls apart because you don't even have a (theoretically) qualified secretary to lead the department. Couple that with both sides of politics publicly reducing the perceived worth of public servants by saying every time you sack one of them it's an efficiency gain(but heaven forbid you lose three auto workers), and it's no wonder if people don't give a poo poo about their work
