The dub will have Kanna state her last name as Not-Kobayashi to her classmates to squelch any idea she might be considered to have been adopted.

Like I said earlier, the sub and original line makes sense for a Kobayashi that is uncertain of her feelings and afraid to stand out. Remember that she initially rejects Tohru for no reason whatsoever other than her own anxiety. So yes, I think the answer literally is that Kobayashi is gay but closeted. Also it's weird if it is actually a rejection that she would then hold hands with Tohru and later bathe with her. So yeah the dub sucks.

Well, I think the dub speed is kinda not the major part of the issue here. The major issue is it seems like the philosophy behind this dub script, which seems to involve the translator feeling pretty free to make up jokes/reinterpret the story as they choose.

Typically Kyoani buys the license and collaborates with the author on the adaptation. Kobayashi is kinda a special case where they aren't calling the shots though. But it can probably be assumed the original creators are okay with the changes. In terms of changing the work post anime, I understand that might be the case with Hibike Euphonium and how that series influenced the spin-off novel series.

I suspect the commercial justification for the changes to Kobayashi is that they are releasing a spin-off series focusing on Kanna. So it makes sense with the greater focus on Kanna in the anime, and the alterations elsewhere.
