TLDR: Majority vote in the Assembly, followed by a vote of the Senate plus the Court of Appeals minus the Senate majority leader, of which 2/3 must vote to convict. And on slightly murky legal ground because a NY governor has not been impeached since 1913 (in a scandal whipped up by Tammany Hall to get rid of him)
