They had to do that when standing up, because the shirts were a separate part of the uniform. It's just that everyone decided it looked cool, so they had Picard and crew doing that on TNG, just for the look.

They were identically Riker, at least at the moment of duplication. It's only after duplication that they diverged into different versions of Riker.
