I look forward to the part where he carries on with the rest of it and then when he has someone actually come in to repair the underlying structure, it turns out all his improvements have to come out because they're going to have to rip up the whole floor to replace those I-joists.

Or, the bathtub self-installs to the floor below at some later date.

My guess is that he was gonna sit the tub inside a shower pan, and have a homebrew infinity edge tub.

Based on this image:

You are absolutely correct. That looks like it's supposed to be gravel down there, the tub will overflow into it and drain out underneath. If so, then the "what I want to do" part of "only way to accomplish what I want to do" is "create a black mold farm under a water stain sculpture." I think it may be an art piece about the intractable existentialism in the context of our modern socio-political global economy of consumerism or something.

He wants $500 to come over and do plans

For what it's worth, that sounds pretty reasonable. I had a retired structural engineer come out to my house to look at removing a couple partition walls that had some load-bearing poo poo in them, and speccing out a beam and new posts inside the remaining walls so the space could open up and we could move the entire kitchen into it:

The bill for us chatting and figuring that out on-site was $170, and that was with the original drawings on-hand and nothing actually having been touched, i.e. purely speculative, which significantly eases the figuring that has to be done. AND this was in the heart of the land of cheap-living, also known as Central Iowa. Just knowing that you're in CA I feel like $500 to have an engineer tell you how to fix your broken house seems a pretty fair price to me. Of course, that doesn't cover actually ENACTING the repair, but there's a baseline for comparison for you at least.

And I suspect that if you were willing to open up the ceiling below, you could put in some microlam or steel beams and actually do what you originally wanted to do with your mold farm plan.

edit: PLUS it's gonna be GFCI (please say it is) so it'll be a deeper plug anyways, yeah just leave almost nothing in the box and then staple it to the stud every two inches
GFCI probably means it'll have pigtails so those should be long enough on their own to actually reach out the back of the box, saving you several inches. And if you miss and hit the wire a few times with the hammer while stapling it, you should be able to get at least an inch or two more unless you hammer like a sissy
