Looking at Season 2's cast, there's no main or recurring character played by someone from outside the US. But, Martin Freeman was the Narrator, so it's up to you whether that counts or not. Personally, I don't think it's an intentional thing.

The original Fargo was partly based on at least a couple incidents if I remember correctly. Now, it's just a stylistic holdover for the most part I'm sure.
