I think between the tengu, tanuki, and humans, each one kind of accepts that the other has a certain predisposition and they mainly keep quarreling within their own social orders.

I think there are some cultural context clues that make it a bit more clear. In Shinto folklore, you have kitsune and tanuki who are magical beings. As far as I know, the actual kitsune animal is the same as the magical creature of folklore. In other words, the real animals--foxes and raccoon dogs--were seen as magical beings. They could shapeshift and even take on human forms. So you can see how a tanuki at once has the qualities of an animal, a human, and a spirit.
