I've never actually played as a decker because I only played the first game once and gave up near the end and in the sequels you get a permanent decker party member who can handle it with no problems.
In HK, the decker NPC is probably better than any decker you could make (at least, any decker that isn't exclusively focused on decking). In Dragonfall, the NPC is absolutely terrible. He will never, and I mean ever, pass an optional skillcheck.

The first two games allow you to circumvent the whole spirit control thing by sending them right into the midst of the enemies. They go after the nearest NPC when free. HK makes them prioritize the summoner.

And, again - this is a part of the design in Dragonfall. Party members are supposed to be worse than the PC would be at whatever, so that you don't feel bad about picking up a role an NPC is already handling. Reversed in HK, to much acclaim.

I guess it's good you don't have to roll a Decker with those changes.

Yeah. At the very least, you should have the option of skipping animations to drastically reduce the time you spend starting at the screen.

The fan mod Antumbra concludes with an epic confrontation between at least 3 different sides trying to control an area of California. I was actually impressed, until I measured 5 freaking minutes during which I could only watch NPCs miss each other.

A quick check says that the Ghost, Harlequin, and Dodger were all rebalanced for their respective missions in 1.2.7; I don't have specifics, but I'm pretty sure it was improvement on all three.
I don't know when 1.2.7 came out, but I played DMS with the ability to save (and with Dragonfall out), and Harlequin was terrible.
