iran also had a significant domestic opposition which wanted better relations with the west i figured they were doing the thing where they were aiming for a position where they could go nuclear quickly if forced by a new khornate us admin but didn't actually have a 'nuclear programme' proper, but i didn't read closely

The Iranian desire for the bomb had some real basis I think, but Iraq provably convinced them that a US invasion of Iran wouldn't have public support, and that the US would be over extended in that event. In that context, the bomb loses its utility, but the threat of it could still be used as a bargaining chip, hence the Iran deal. NK probably still sees the US as an existential threat, and it needs something terrifying to grab concessions on sanctions and such, so it'll never stop trying to get a working bomb + missile delivery system, sanctions or no.
